dave disproving the cliche that the camera adds ten pounds (he looks mahvelous) and subtracts 25 IQ points. nicely done! as patrick pointed out, the state is between a rock and a hard place with the enormous increase in demand for services coinciding with recognition that the delivery infrastructure is obsolete. but great job in getting your/our points across!
